Man arraigned in 2006 death

January 8, 2008 - PARKERSBURG — A Charleston man charged with the December 2006 death of a local businessman was arraigned on charges Monday in Wood County Magistrate Court.

Timmy Grant Mabe, 38, of 40 Bear Fork Road, Charleston, was arraigned by Magistrate Emily Bradley on charges of negligent homicide, involuntary manslaughter, reckless driving and failure to obey a traffic device. He was released on a $2,000 bond.

Mabe was charged with the Dec. 22, 2006 death of Randy W. Lockhart, 43, of Palestine in a downtown traffic accident. Lockhart was president of Singer Sheet Metal on East Street in Parkersburg.

According to the criminal complaint filed Dec. 21, 2007 by Parkersburg police Patrolman K.L. Hornbeck, Mabe was operating a 2001 International semi truck that was traveling west on Eighth Street.

According to the complaint, at about 10:02 a.m. Mabe was traveling at or above the posted speed limit and ran a red light at the intersection of Eighth and Juliana streets, striking a silver Cadillac with Lockhart inside.

Mabe entered a plea of innocent to the misdemeanor charges and has demanded a trial by jury, according to magistrate court records.

Mabe’s truck was carrying a full load and it was raining at the time of the crash, according to the complaint.

Lockhart, who was the passenger in the vehicle, died at Camden-Clark Memorial Hospital about two hours after the incident of injuries sustained in the crash.

The semi, which was carrying products for Rite-Aid, struck the side of a 2006 Cadillac XLR being driven north on Juliana Street by John Doan, 79, of Marietta. Lockhart was a passenger in the Cadillac, police said.

Wood County Coroner Mike St. Clair said Lockhart was pronounced dead in the emergency room from internal traumatic injuries.
